The Kaohsiung District Prosecutors Office investigated had finished a case of fraud. Li Qing-Yun, the person who is in charge of Taichung Pei-I Cram School, Dong Shang-De, the engineer of Entrance Examination Center and fore examinees’ parents were accused as suspicion of offense.
The forty examinees were investigated or transferred to the juvenile court. Prosecutor Xie Zhao-Jing indicated Li Qing-Yun and Dong Shang-De own up their crime, but their conduct hazard the fairness of the Entrance Examination seriously, suggested judge to sentence them severely.
According to the indictment, defendant Li Qing-Yun, forty-five years old, was suspected for bribed Dong Shang-De, forty-five years old, with an eye to alter the examinees’ answer card and let the examinees admitted to an ideal school because he want to increase his cram school‘s reputation and to improve its’ performance.

During 2007 to 2008, Li told twenty-nine examinees that if they don’t know the answer of the questions, paint full the square of answer card then Dong alter the answer card as right answer. Li promised to help Dong settled his fore million debts and gave him quarter million as reward. In 2007, one of the examinee is the First of the Entrance Examination. In 2010, Li and Dong helped thirteen examinees plagiarize, six of them were the First of each subjects.
Prosecutor indicated that Dong Shang-De got six hundred thousands remuneration from Li Qing-Yun and two examinees’ parents. Many of the examinees admitted to National Taipei University of Science Technology, National Taipei University of Technology and many of other University. The Ministry of Education had extorted the examinees’ information as punishment.
